Yes, you may designate someone to represent you. There is no specific criteria for your representative.
There is a section on the grievance form and small claims petition where you write in your representatives name.

We are living in Florida and had a land at Depaursville. We sold the property to Broka couple but they owed us for a year so we had to take it back. So I am asking if we can have vacation home in woods next to Chaumont River. We had old RV there so we can build a cabin but Town of Clayton stopped us. How can we make a living when we could have a cabin to be built? I didnt want to have troubles with the town again so I am asking you for an advice if we could have Amish cabin on our land or vacation home down there without water, sewer or power? Plan for power someday.
